Why downloads behave differently

Different browsers save images in different places. Safari on iPhone shows a blue Download arrow; Chrome on Android places files in the Downloads app; Mac saves to your Downloads folder by default. Where did my download go on iPhone?
Tap the small blue Download arrow in Safari’s toolbar → Downloads → your file → Save Image. It’s now in Photos.
